Presentation of a casus in the region of Westerkwartier where the gebiedscoöperatie Westerkwartier as a whole new business model focussed on regional resilience in the triple helix formalised with a substantial role of higher education in the so called field labs in the region. The regional authority SNN redefines the ERDF financing and wants to learn from the daily practise of interesting cases and pilots in the region of Noord-Nederland.
